In 2002. James Hehir C.E.O. I.B.C threatened to prosecute me for sending out defamatory material as far as he was concerned. This I considered as an insult to my intelligence, Councils do not warn, they just get on and litigate. This and other matters caused me to draft out and send out letter 1 below to the parties as listed in letter 1.
I applied again in January this year for the 1994 ban of me using I.B.C. sports centres to be rescinded, there is always an obstacle, I.B.C.'s legal department suggested that I needed a psychiatrists assessment for my mental state prior to being considered to use their sports facilities by a meeting of I.B.C's Executive committee at the end of August 2002. The executive committee that is to hear my case sits behind closed doors, no public, my self, or my agents, are allowed to attend. This late summer meeting denies me the use of the outdoor Broom Hill swimming pool this year, also, it is likely Broom Hill is to be closed forever after this season keeping me out of this dangerously run pool, stopping any safety concern publication.
I thought that this was a typical wind up, it certainly annoyed me. This was an impasse, I could not guarantee to a psychiatrist that I would not get aggressive to I.B.C. officers if I saw life neglectfully endangered as I had witnessed in the past. I.B.C. certainly know how to annoy people that they consider get in the way of what they want to achieve. This annoyance caused me to draft and send out the letter 1. below. I assume that any psychiatric assessment would be part of the old boys network, cronyism, and the Chief Executive of I.B.C. is friendly with the Chief Executive of the mental hospital, the health care professionals all meet up at the Freemasons lodge, wonderful, everything in this town seems to be under the control of I.B.C. It's a mafia, this would be another rubbish assessment, tying up a lot of my time, and if incorrect, negating my mental state and credibility.
The local paper the Evening Star is criticised in the letter below, I feel that they are to cosy with I.B.C. Because of business interests. Also, the hierarchal management of this town are / where very interested in city status, this probably doubles their money, and as far as I can see, they are the only people to benefit from the city status. A city without an airport and a university could be quite humorous, I think it's very sad, a sick joke.
There is also a send up for Mike Read the cross channel swimmer, this is not meant to upset you Mike, love you darling, great sportsman, hopefully with a good sense of humour, This send up highlights the fact that Mike probably has a better assessment capability than most psychiatrists. Mike is also an ardent supporter for the retention of the Broom Hill Swimming Pool.
This letter is written in a most unusual style for the author. It is written in such a way that might interest young people that read it on the internet. The letters quasi scientific form could possibly start a new art form interest, a new art form for such scribes, a rambling 4. text with references. Artists are desperate for new art, most of the art forms have reached their ceilings. Many artists currently suffer from mental depression because they cannot project their art. This writing style in time may become vogue in some circles. The author is always on the look out for new art. The letter was also written as such to help the mental state of the author, he is an artist / poet / scientist, and he is so bored and depressed with writing letters to the Ipswich Borough Council about swimming pool safety, that he thought to help lift this boredom and depression, a different style of writing may help with his recovery from a serious mental impairment. Older and more literate people may need to refer to the Collins English Reference Dictionary, Millennium Edition. Alarming. There was no reference in John Cloughs letter to your councils safety interest for the people of Ipswich, Wind Up, obstructive. Sick Joke, the reference to my mental demise brought about by my recorded oppressive dealings with you and your councils officers.
Please refer to the letter C:\02\0080.txt that I sent to John Clough today together with this letter and please note that psychiatrists - psychologists analyses are often seriously flawed, and of course are only relevant to the subjects mental state on the day, or within the time period for the assessment, usually a synoptic chronicle for a negated / corrupted brain.
There is a very high incidence of recorded mental impairment in this society, most people are mental it is just the percentage that continuously varies, you ought to have seen the mental state change of the patrons at the broom Hill pool in 1992 when your crooked swimming pool management stopped all the diving off the diving boards for a few days, as retribution, when the local press published an article, the press article instigated by myself, the unsafe fact for the Broom Hill Swimming Pool that year in Ipswich.
Most people went mental to the positive in this town when the Ipswich town football club entered a higher league a few years ago, this was displayed by cars chasing around the town breaking the local speed limits endangering life, and groups of youths running the streets going crazy blowing horns and shouting blue army.
Recently, to the mental negative, for most people in this town the Ipswich Town football club have not been doing so well, this negative event for many is displayed on the many unhappy faces that can be seen on parade. This positive / negative mental excursion is analysed in psychology as linear regression.
It's a crazy society, most people are on drugs prescribed and not so, nicotine, alcohol, speed, cannabis, etc. Cash fiddling is epidemic, from government ministerial level, perhaps a P.M. that nicks a few postage stamps for private use, Euro M.P's all fiddle their expenses. Most employed people have got a fiddle. Who cares ? People fiddle T.V. licences, tax returns, illicit computer software, and most people on the dole have a fiddle. The crooks are the people that get caught, ironically, the honest disclosure traps them, catches them out. I'll come clean Guv. The whole country, politics, spin doctors, statistical awards, there is always politics, it's mostly all a crazy fiddle.
Amongst all of this silliness, there is only one thing that matters, all life must be protected, It's sacred, all life must be cared for. In the percentage calculation of most brains, the children, the young must be cared for most of all, the projection of our lineage lies here.
James, you are a sad man, the importance of your life, running I.B.C. with an iron fist, editor of the Ipswich Wangle, the councils propaganda organ, building up and pushing IP-City, running all over the country, president of Solace, Your wonderful C.V. Published all over the internet, an important member of the government, office in Westminster. Shaking hands with all those important people. Lots of time spent doing these things, when you should have been looking after the safety of the people of Ipswich. Your position at I.B.C. was and is head lifeguard for the people of Ipswich, you have abused and still abuse this duty.
X Council leader, and Ipswich M.P. the deceased Jamie Cann and X council leader David Ball, where just the same, power crazy, they did not care for the people of Ipswich. This event is chronicled in my letters to them, their responses, and other recorded material. The recent letter from John Clough was clutching at straws, there has been delusory mental illness in my life this was for two weeks in December 1988. The cause was a nervous breakdown, this delusory period is recorded in the first book that I have written that chronicles my brain program, ( autobiography ), 1946 - 1992.
You may remember that I sent you this first book, and a later evolving book, this was a cry for help from me to you as chief executive of I.B.C. to sort out the dangers to the public and harassment to myself and others by management at the Broom Hill pool in Ipswich 1992 / 1993. Many of these members of the public where robbed of their entrance fee at the Broom Hill Pool, by the management, they did not get value for money. You never responded to my letter and enclosures in a positive way to make the Broom Hill swimming pool safe for the patrons. The H.S.E. remedial order forced on your council in late 1993, after I had written to them made the Broom Hill Pool Safer.
You are aware that the book Surrogate Daughter is a scientific hypothesis to my interest that all life on this planet is programmed organic machine, this interest by scientists is gaining momentum with recent relevant scientific publications. However, in law, although delusory, it does not matter if I think that I am a vase of flowers, or perhaps a tube of walkers crisps as long as I can care for myself; no evidence of self harm, or an interest by me to harm others. I can assure you that I have no interest to harm people.
Poor old Jamie Cann X M.P. for Ipswich, X Council leader, busted for drugs, this was O.T.T. On alcohol abuse whilst driving a vehicle, and at the time placed his constituents in serious danger. Good old Jamie, when he could not help me with the I.B.C. safety concerns, he, or an agent rushed a hand written letter to my house. I inadvertently disclosed my eldest daughters address to your council a few years ago, within two hours a building inspector turned up at her house to inspect a building that should have been inspected ten years earlier. The building Inspector issued a remedial order, amazing.
Wonderful Jamie, He was not interested in swimming pool safety. The evening star gave him a good send off, give the readers articles that they want to see. Every editor, ( program controller), knows that he has to do this from Scientific Journals editors to soap opera editors. I have to be editor for my books, they are so controversial, no publishers will touch them either for fear of litigation, or the fact that the books in some parts are hypothesis and I am not yet a proven expert in some of the scientific analytical areas.
What a Celeb, David Ball the X leader of Ipswich Borough Council was, remember him ? he was also not interested in swimming pool safety, he just wanted his face published in the councils propaganda news paper. And also enjoyed seeing his face published in the Evening Star. Ball saw you as his idol, Ball made it his personal crusade to close Ipswich airport for you. You soon got rid of him when he was of no more use to you. David Ball 1996, the school children at Coppleston, the school where he was teacher, He ignored my recorded delivery letters about swimming pool safety, he kept the children under his control placed in danger when they used the Broom Hill pool. He was aware of my concern, the dangerous diving boards that where again eventually remedied by force by the Health and Safety Executive in 1999 after a lot of letters to the H.S.E. stating that the boards did not conform to regulations.
What a Celeb Nigel Pickover is, what a name for a news paper editor. He certainly picked over the material that Elizabeth Cork submitted to him two years ago, he rejected it. Elizabeth stated that she and other students at Ipswich College where harassed, offered loans for sex by an officer from a branch of Barclays Bank in Ipswich. The Star said they could not publish, " Barclays have got too much money in this town, too much influence ", she was told. Elizabeth upon the advice of one of my friends got published in the News Of The World News paper. The Star still never published. All that recent publication in the star about equality, The most equitable news paper in the country, won this award, that award, fantastic. What about Elizabeth Corke ? Old Nigel always fighting for this cause, that cause, give us your money ! Presumably, it's banked with Barclays.
Old Nigel, what a Star, He took over as a Celeb where David Ball left off. All those pictures of him on the front pages of his newspaper, the classic train trips to London to make Ipswich a city. I want to editor of a city newspaper, I can almost envisage him quite mental, jumping up and down with excitement. The power and the glory, a city newspaper, city editor, the business already very wealthy would suddenly be worth a lot more money. He would personally be rewarded, shakes of hands, and pats on the backs all round.
What a dictator you are, the way you closed Ipswich airport, classic. You accompanied many local councillors, controlled puppets to a hotel in Ipswich for another one of your behind closed doors secret meetings. I assume you had to use a venue outside I.B.C. HQ, most of the rooms there are bugged by the different party interests. Remember Suckling Air Ways, the Cambridge Air Travel company that lost a million pounds in Ipswich, you obstructed their every move to build their business here. Ipswich could have had a very successful small commercial air port, A status symbol for a city. Most people in the town wanted the air port, you closed it. Was this a bit of clever psychology ? when you take something away and then replace it, people are pleased with the replacement, Ip-City and a few other gifts.
I am still investigating as to why you closed Ipswich airport, it was not for housing, there is / was plenty of land for that. Did some one at the airport ridicule you ? Or, was there an interest at the airport for a political party that you are apposed to ? This is a funny town, Cherry Blair, the Prime Ministers wife came to Suffolk College a couple of years ago, the evening star to my knowledge never published this event, The college principles all went mental, there where very large photographs in the college displaying this wonderful meeting for all of the students to see. The place for a while resembled Iraq, with all the photographs there.
Most people are on street drugs, I don't touch the stuff. In 1992, some of my mates where spliffing up at the Broom Hill Pool with an I.B.C. employed pool attendant, I certainly did not agree with this behaviour, this was dangerous for the pool patrons. Makes you wonder, the boy who died in Crown pools a few years ago, was the pool attendant whilst sitting in his high chair, an holistic portrait, as high as a kite, bombed out of his skull, steroids, speed, etc. sitting there, nice big muscles, admired by all the little office girls, wonderful. That boy died, If this was neglect ? if it was, what a bummer.
Mike Read, the local Celeb, cross channel swimmer, was asked by the Evening Star newspaper a couple of years ago if he thought the Broom Hill Swimming pool was safe, he replied yes. Read to my knowledge has never seen anything unsafe at the pool for every year that he has used it for the last twenty years.
Mike Read has no expertise in swimming pool safety matters, Read likes splashing about in the sea. The Evening Star should have asked Mike about sea weed, Read can probably analyse this with his taste buds and tell you the percentage of toxicant for about two hundred different species. What a fantastic assessment capability !! The Evening Star under the Editorial control of Nigel Pickover has not published my letters of proven safety concerns. You are aware that the Evening Star Newspaper prints the councils newspaper, and that the council spends a lot of advertising money with the Eastern Counties Newspapers. I'll bet you where special guest at the Evening Star Ball.
It would be nice of you to rescind my 1994 I.B.C. Ban from your leisure centres, for me to return to my summer holidays at the Broom Hill Pool, just a few hours per day when the weather is good with my friends and family, this is all I have ever needed for a summer holiday, common for some of the people in this town, many underprivileged people use the pool this way. It's usually the pool attendants summer holiday as well, I am trying to put a stop to this, they should be working. Rambling on, the peculiar interests brought about by my mental demise / serious mental negation, not delusory, evident in 1996 - 2000 are still fading, I am pleased with this progress. Using the Broom hill pool this year, if it is safe ? this will further aid my mental recovery.
Send me my plastic card chief, make me the I.B.C. swimming pool safety consultant. I assume that after all the letters to the audit commission, council auditors, yourself about possible cash fiddling, that access to I.B.C. controlled Ipswich Leisure Centres is now electronic, the data recorded on line with the treasury. I feel that I have to publish this letter on the Internet, you could with your power hungry crooked hypomania make it to the position of prime minister in this country, " That's Scarey ! "
I find it amazing for me how the depression lifts and I can write fluently with my assessment of reasonable intelligence to increase the safety for the general public at crooked corporate leisure facilities. I am now working on my fourth book, just a few hours per day, this is all I can manage, I still get tired and go to bed. This new book chronicles my considerably adapted brain program 1996 - 2002. How my brain program was adapted by David Balls disclosure to me, and by other people thereafter. This caused me to enter in to negative and the inappropriate, out of character behaviour, the things that I did within this seriously mentally negated time period. This new book shows how induced negativity invariably causes further negativity.
I add to this letter another safety recommendation letter for the Broom Hill Swimming pools safety in 2002. I do not enclose a photograph of the perimeter fence at Broom Hill, one of the photographs taken in the summer of 2001. This fence was left in a bad state of repair for easy access for all of the Summer last year to try to kill one of the many people that use the pool at night when the weather is hot, when they turn out of the pubs and night clubs drunk, and drugged. The management want to find a body in the pool, they can say we cannot police the fence, it,s repaired every day, close the pool, this is all mentioned in earlier I.B.C. correspondence, a repeat of the chronicle of letters 1995 / 1996. You have not taken any interest in the past in alarming photographic evidence, of unsafe plant at the Broom Hill Pool. I will send the photograph with a copy of this letter to Ipswich Crown Court, they may have an interest and the power to make this perimeter fence secure this year.
You threatened by letter recently to sue me for making allegations about you, I reiterate, get on with it, you could not have more credible witnesses than the list of people that will receive this letter. Get on with it now before I publish to many others similar content, a paperback book about the weak management in this town as far as public safety and other matters is concerned, my latest work, if I can find a backer. The book also interactively lists points of interest from similar letters sent out by me, these letters published for interest on the internet. I suppose I will a get a letter from the mental hospital within a couple of days of you receiving this letter, called in for an assessment review. Or my housing benefit will be stopped. The mental hospital up until now, they have not bothered me, I had a few incorrect assessments of my very poor mental health between December 1996 and September 1997. The mental hospital has not bothered me since. They obviously consider that I am not a risk to the general public. You sent me another stupid letter, so I have returned an intelligent one, a further chronicle, although boring and depressing for me to write. The Broom Hill pool opens in a few days time, and I want it safe, the first time for over a decade, and I want to be in there to make a further safety assessment, and I will send you another safety recommendation report, if this is necessary.

I feel that the copy of the letter above that went to the P.M. should have forced this government to investigate the way the Airport was closed, and to what happened to the sum of money that was received for the sale of the Airport. There was no reply to the letter above. I wrote again recorded delivery 11 07 02 enclosing the letter above, there was a receipt for the letter, no further reply. If there is an investigation because of the publication of this internet site, I feel that any investigation by this labour government will just be a white wash.
A few days after the first letter above was sent to the people and organisations as listed above the Prime Minister came to Ipswich, There was a meeting behind closed doors at I.B.C. Nigel Pickover, The editor of the local Evening Star Newspaper had an interview with the P.M. This was published in the local Evening Star newspaper.
Letter two below was sent to C.E.O. James Hehir at I.B.C. With the letter above before the Broom Hill swimming pool opened for the 2002 summer season. I feel that James Hehir should have personally made sure that the small amount of cash was put aside to effect the recommendations as listed in letter two below.
In 1995, James Hehir spent two hundred and fourty thousand pounds of tax payers money on a campaign to try to gain control of both local councils and form one council for Ipswich, presumably with himself as Chief Executive at double the income for double the responsibility. Fortunately for the people of Ipswich this never happened. Hehir can soon spend vast amounts of public cash on his personal greed campaigns.

2002 SWIMMING POOL SAFETY RECOMMENDATIONS
FOR THE BROOM HILL SWIMMING POOL IN IPSWICH
1. The grouped diving boards top short stair case should be made
safe, re, the photographic evidence, my letter to you and the
letter to M.P. Mr. Chris Mole in January this year.
2. The bottom of the pool should be kept clean at all times, This
was kept clean for at least a decade before 1992 by Mr. David
Read, the then excellent manager, he used brooms adapted with
twenty foot handles, and the attendants that did this work
almost daily where supplied with wet suits to keep their bodies
temperate. This program worked very effectively. The dirt was
brushed in to the bottom exhaust vent and presumably discharged
in to a foul water vent.
3. The perimeter fence must be maintained in good order, the pool
attendants to check this before they leave the premises every
night.
4 In 1993 / 94 The broom hill pool was managed to the best of
the ability of the head life guard a Mr. Peter Smith,
implemented by the use of five pool life guards when the pool
was busy. Four of these life guards watched the four sides of
the large water tank, these life guards being rotated every
fifteen minutes, whilst the fifth life guard had a fifteen
minute break. This also allowed for observation of the smaller
water tank. Whilst on duty the life guards where not allowed
to socialise with the general public. Peter ran the best
regime for the Broom Hill pool, unfortunately the diving boards
where unsafe, this was out of his control.
5. The refreshments from the cafeteria should be cheap,
youngsters without food can run out of energy and faint in
the pool.
6. The boom that was placed across the pool to segregate the
diving pit from the swimming area last year, should be in
place at all times the pool is in use.

The diving pit has not been kept clean, if the regime recommended for this in the letter above had been adhered to, the pool and the diving pit would have been kept clean. I called in the H.S.E by writing to the director general, H.S.E. Basingstoke attended, they found the water chlorination levels incorrect and the algae had been allowed to build up on the bottom of the pool. The H.S.E. recommended the re:painting of the pool bottom and the correction of the chlorination levels. The Broom Hill swimming pool has not been professionally run again this summer 2002.
I checked the perimeter fence at the Broom Hill pool a week after sending out the above letters, the perimeter fence was in very good condition, I was pleased. I e-mailed the above letters to a conservative agent on Saturday 13th July 2002. I included my concerns for the diving board stair way and pool cleanliness. This was just before the school children's summer holiday. A relevant article appeared in the Evening Star newspaper 15th July 2002. The police where now going to regularly patrol the fence at the Broom Hill pool at night.

Dear Sir, Re previous correspondence, my letters 02102.txt,
02108.txt, 02113.txt. I have re,measured the short stair case at
the Broom Hill pool. The measurements are 7.5 inches, 8 inches,
8 inches, and 10 inches. The spacing should be equidistant.
Your H.S.E. Inspectors quotation for this measurement is
incorrect. This is the small top stair case on the diving boards,
a 15 feet fall to the ground.
In prior correspondence I stated that a local architect was
perturbed at this stair case as used by children, I have been in
contact with the Amateur Swimming Association diving board safety
consultant Mr. Noel Winter based at Loughborough, Noel is equally
as perturbed, and cannot understand as to why Ipswich Borough
Council have not repaired these steps for the small cost involved.
I have listed the regulations and references that are pertinent,
this data is taken from the web site that I an constructing that
goes live soon. I feel that the faulty stair case in question
to the measurements that I have provided poses an unreasonable
risk to the general public principally children down to the age
of eight that at times return down the stair way in question.
The architect and the A.S.A. swimming consultant are in agreement
with me that this stair case is dangerous.
I wrote to I.B.C in January this year stating that it would have
been good housekeeping to have addressed this stair way problem.
Will you please let me have your comments as to how you view this
whole situation with the measurements supplied by me, so I can
post your reply together with this letter in the letters section
of my web site.

I received a letter from I.B.C. 04 09 02 pertinent to data that is to be placed before an executive committee to decide my ban. There was a recommendation on the data collected to extend my ban from I.B.C premises. There was no mention of H.S.E safety work carried out at my request.
I sent a copy of the letter below to all I.B.C councillors that will make up the executive committee at their home addresses so there can be no misunderstanding of my work to make Ipswich swimming pools safer for the unwary general public to use.

This letter will be published on the Internet together with data
pertinent to an executive council officers meeting pertinent to
the Ipswich Borough Councils response pertinent to the person
named above.

A copy of this letter with enclosures is sent recorded delivery
to the personal addresses of the other nine councillors that make
up the executive committee of Ipswich Borough Council.
I list the positives and enclose the pertinent data in respect
of my credibility.
I used I.B.C. leisure facilities without incident for 15 years
prior to 1992.
In 1992. I called in the evening star to view the dangerous Broom
Hill swimming pool. The published article removed one of the
dangers. I and other members of the public where harassed by
the management as retribution.
In 1993. I called in the H.S.E to view the Broom Hill pool, a
remedial order was served on I.B.C. to correct the dangerous
grouped diving boards. There was further harassment to me
by management.
In 1999 at my request the H.S.E. went to Broom Hill pool and
Crown pools and enforced my safety recommendations.
In 2002 at my request the 1. H.S.E. found fault with water
cleanliness at the Broom Hill pool and 2. recommended the pool
bottom be re:painted.
In 1994 The Chief executive at I.B.C. James Hehir had ignored my
public safety concerns and harassment allegations and presented
material to a kangaroo court presided over by the late Sheila
Bagulay, ( Labour Councillor ) who was also aware of my safety
concerns and publications and harassment concerns, this kangaroo
court was to ban me from all I.B.C. Sports venues to stop further
unsafely matter publications. This is my reason for writing to you
today.
Material will be placed in front of you at an executive level
meeting at I.B.C. soon where I ask for the ban to be rescinded.
This material is biased and partly untrue in that,
This material that will be placed before you is engineered to
keep me out of your sports venues that I find dangerous and
publish same.
I do not own or run a or own a pornographic web site, I own and
manage memetic1.com a science based web site that has three science
books that can be bought as direct sales. This whole science site
is very controversial, I am a scientist.
I offered a deal to the current government to buy out my
web site under construction and the book that I have
written titled " The Fiddle " that concerns your council. As part
of this deal which would allow me via the D.T.I. To start an
electronics business involved the payment to me of one million
pounds.
I have not asked I.B.C. for this money, I did offer in the deal
to help refurbish the Broom Hill swimming pool and run it in a
manner much more professional than I.B.C. has ever achieved.
1996. I called to see the then leader of Ipswich Borough Council
David Ball at his home after writing to him about safety matters
at the Broom Hill pool. There was no response as usual from Ball
to my letters, this is why I called to see him. Ball admitted
that he knew that the perimeter fence at the Broom Hill pool was
deliberately left in a poor state by I.B.C. management in 1995
so one of many night time, out of hours users, revellers, could
drown in the pool to close it. One of the many dirty tricks by
I.B.C. management to close the Broom Hill pool, please refer to
the tricks section on the supplied ibcrscum CD ROM disk for a
full account.
I.B.C. would state " we are always repairing the fence, we
cannot police it, close the pool ", another deal to commerce.
There was plenty of night time use at the pool in 1995, this
was well published in the Evening Star newspaper. In shock
reaction I hit David Ball for being party to this event and
threatened him. This event and the psychological damage to me is
well chronicled in the Book, " The fiddle " on the CD ROM
enclosed.
I am a member of the 20C society, my representations to them and
photographic evidence that I placed before the 20C society has
enabled the Broom Hill pool to be listed as a grade 11 listed
building, it will be some time before your council can run the
building down and declare it dangerous to the public, demolish
same, and sell it to commerce.
I have paid the price in psychological damage for my minor
crimes the last now very dated at six years the I.B.C ban
should now be rescinded. Convicted, straight from prison,
perverts, paedophiles, murderers, drugs dealers, can use I.B.C.
facilities without restraint, also, these people not being asked
for a psychological assessment.
I am not banned from any other sports venues in Ipswich or the
U.K. I was banned from one private professionally run local
sports centre, however on appeal this ban was quickly
rescinded. I have never used any sports venue for sexual
gratification purposes, and I never will. My use of U.K.
East Anglian sports centres now extends to forty years.

Regards the paper work prepared by councillor John Mowles for the
10th September meeting, There are several inaccuracies,

2.1 There is no history of any misbehaviour by A.W.Johns at more
than one privately owned leisure centre ( singular ) I am
currently allowed full use of this privately owned leisure
centre and all other centres.
2.7 There was areas for concern for public safety at Broom Hill
as far as the H.S.E. are concerned, 1993, 1999, 2002, and at
Crown Pools in 1999. See attached paper work.
4. CONCLUSION.
4.2 I am entitled to publish the book Surrogate Daughter, this
science book illustrates how an honest pristine brain can
be corrupted by a minor with a number of silly none malicious
lies to a negated, a suicidal state. My September 2002 mental
state is now pristine. I am no risk to council employees.
My sexual fantasies in 1992 relate to teenagers, very young
woman ( children ) that offered me sexual intercourse, I do
not have sex with such young woman.

I will ask the ombudsman's office to ask I.B.C. officers as to
why they prepared such an inaccurate unprofessional report.
I will ask the ombudsman's office who are currently investigating
my allegations of council harassment to write to each
individual councillor to ask if they voted against me using
I.B.C facilities and why ? taking in to consideration that I am
not banned from any other sports facilities, and that my
representations to the press and the H.S.E. have improved safety
standards at Ipswich swimming pools, unfortunately not to the
level that I would have liked to achieve. I will also ask the
Ombudsman's office for a copy of the minutes of this relevant
council meeting.
Note. I have never been convicted or questioned by the police for
a sexual offence against another person, obviously because of this
statement I have never been on a sexual register. I have written to
the police and social services, these two agencies do not consider
me a risk to children or adults.
I enclose a disk of the web site still under
construction, I will be in further communication next week with your
legal department as to the global publication of this site. I am
also seeking further legal advice, prior to such publication.
I have no intention or desire to physically hurt I.B.C officers,
I just want to get on with my life and enjoy my sport at I.B.C.
facilities without collusive harassment, enjoyment, as I did in
the fifteen years before 1992 when I called in the Evening Star,
and in 1993, 1999, the H.S.E. to correct the dangerous Broom Hill
swimming pool and Crown Pools.
I will have to accept that in Suffolk swimming pools are
dangerously managed and ignore this, If permission is granted to
use Ipswich swimming pools, I will probably swim with a friend,
then if I lose consciousness he / she will be able to save me,
otherwise, I feel that I would not be spotted in difficulty in
time by your useless pool attendants, these dummies in my
assessment do not deserve the title of lifeguards.
There have been 200 letters in ten years pertinent to swimming
pool safety at Ipswich Swimming pools sent out to ten
different agencies, a copy of these letters in text is
on the CD ROM in the letters section.
I.B.C. wanted me to have a professional psychologists
assessment, The last assessment that I had by a psychologist
was incorrect. I.B.C. have not been professional in their
swimming pool safety regime. I.B.C. have not been professional
in responding to my correct allegations of public harassment,
and my concerns for public safety. James Hehir was aware of this
before he engineered my ban. Hehir is a cheap crook in this
respect. I.B.C. have not been professional in dealing
with my complaints. The ombudsman's recent report is critical of
this matter on two counts, I.B.C. have apologised twice to me
for their un:professionalism in this respect. Most of the
professionals that I have had dealings with throughout my life
have not been professional, in my assessment, a figure higher
than fifty per cent of these so called professionals are in
fault.

I made a note in the letter above to my brain being pristine, It is certainly better than late 1996, I am happier than I was, I still however can only work about five hours per day writing, and still suffer from serious mental depression.
I.B.C. Had their executive meeting 10th September 2002, as
expected my ban was not lifted, a psychologists report was deemed
necessary. They, I.B.C. do not want a safety expert in their
swimming pools that they know will publish unsafe matters.
